Donald Trump Wants H-1B Visas In More Highly-Skilled, Not Outsourcing Jobs: White House

Donald Trump is looking for ways to attract highly skilled foreign workers, a White House official said.

Washington:

The Donald Trump administration wants to make changes in the existing H-1B provisions for it to play a better role in attracting highly skilled foreign workers as opposed to the what it has now evolved into an “outsourcing” role, the White House said Thursday.

“The president’s overall instinct — and he said this publicly a number of times — he wants to find ways to make sure that people who graduate in a highly skilled area like technology stay in the country. He finds that a very positive part of the overall immigration,” White House Deputy Chief of Staff for Policy Coordination Chris Liddell told a Washington audience on Thursday.

During the Washington Post’s live discussion on new technology, when asked about the president’s thoughts on H-1B immigration, Liddell said, “He (Trump) has talked about merit immigration, clearly that (H-1B) fits in merit immigration.” At the same time, he acknowledged that legislatively, the issue might get caught up in a border discussion.

A former executive at Microsoft and General Motors, Liddell is tasked with overseeing and coordinating President Trump’s policy process.

“To the extent that we can from a regulatory point of view rather than a legislative point of view, because the H-1B system to a large extent is governed by legislation — but to the extent that we can modify the regulatory point of view to promote it to be more highly skilled as opposed to outsourcing roles, there’s 1,20,000 H-1Bs. So it’s quite a big pool,” the White House official said.

“Traditionally, unfortunately they have gone to lower-skilled outsourcing types of jobs,” Liddell said. The Trump administration, he said, would love to find ways to change that as more people are coming out with PhDs in the tech sector.

“So the president is 100 per cent aligned with that. We’ll try and do it as much as we can by regulatory; if it can be done legislatively as well in some way that would as part of a merit-based system, that would be fantastic,” Liddell said.

The top White House official emphasised that there is need to carry on reforms in H-1B to keep more talented graduates in this country. This is an incredibly constructive part of the immigration debate, which, unfortunately doesn’t get a lot of focus, he said. Liddell said President Trump has repeatedly spoken about merit-based reform as part of the immigration platform. The Silicon Valley and the tech industry should welcome that as a concept, he said.

“Relatively, as a country, a very small proportion of the people who come in as legal immigrants do it on a merit-based system relative to any other country I know,” he said.

“So promoting the concept of merit-based immigration, which clearly would be at least partially orientated towards the tech sector, I would think that there should be a high degree of alignment on,” Liddell said.

Sri Lanka’s Largest Mass Grave Discovered With 230 Skeletons In Mannar Town

Apart from human remains, porcelain, ceramic and metal objects were also found. (Representative)

Colombo:

Over 230 skeletons have been found in a mass grave discovered earlier this year in Sri Lanka’s Mannar town that has turned out to be the country’s biggest such site.

A court has ordered detailed excavations at the site – a former co-operative depot near the main bus terminus – after human remains were found by workers digging foundations for a new building in August, reports the BBC.

It is still not clear who the victims were or how they died.

“We have excavated more than 230 skeletons so far,” professor Raj Somadeva, a forensic archaeologist from the University of Kelaniya near Colombo who is leading the team at the site, told the BBC today.

“According to my experience this is the largest mass grave ever excavated,” he added.

He said apart from human remains, archaeologists also found porcelain, ceramic and metal objects, in addition to some jewellery worn by the victims.

“The bones are scattered and (it’s) very difficult to trace the stature of the bodies,” Mr Somadeva said, adding “some bones were missing… It’s chaotic.”

The town of Mannar is dominated by ethnic minority Tamils and community leaders say hundreds of people from the region went missing during the decades-long conflict between Sri Lankan security forces and Tamil Tiger rebels.

While Mannar remained mostly under army control during the civil war, Tamil Tiger rebels dominated its surrounding areas and many other parts of the district.

A number of mass graves have been unearthed in Sri Lanka’s former war zone since the conflict ended.

The remains of 96 people were discovered in 2014 at a site in another part of Mannar – adjacent to Thiruketheeswaram, a prominent Hindu temple.

South Korean Pastor Jaerock Lee Raped Followers, Said Was Carrying Out God’s Order

Accusations that Jaerock Lee was abusing his power to have sex with women have circulated 20 years (AFP)

TOKYO:

The controversial leader of a South Korean megachurch, Jaerock Lee, was sentenced to 15 years in prison on Thursday for raping eight female followers, after telling them he was carrying out “an order from God.”

Lee is the head of the Manmin Central Church, which claims to have 133,000 followers and 10,000 branch and associate churches around the world.

Lee has long been a controversial figure: he was ejected from the Christian Council of Korea in 1999 for his “heretical” beliefs and was branded a “cult leader” by the Korean Ministry Association after claiming he was sinless and exempt from dying.

“The victims who attended the church since childhood believed that obeying Lee as a god-like figure is the path to heaven,” the court said in its verdict. “Apparently the victims were psychologically positioned to be powerless to disobey Lee, and Lee took advantage of their status to commit the crime.”

The court said Lee even denied “objective facts” during the investigation and had shown no regret in the courtroom. It said Lee, 75, was around 50 years older than his victims.

“The victims believed him to be a divine being who wields divine power,” the court said. “They would have accepted Lee’s behavior as a divine act rather than a sexual one, and gave up questioning him thinking that it would constitute a sin.”

Accusations that Lee was abusing his power to have sex with female followers have circulated for two decades. In 1999, around 300 of his supporters stormed a Korean television station after it broadcast a critical documentary about Lee’s claims he could cure illness: his sect had previously obtained a court order preventing the Munhwa Broadcasting Corp. from screening a story about Lee’s sex life.

Lee was also invited to preach all over the world, with his church claiming he performed miraculous acts of healing.

“At each overseas crusade, countless have received God’s healing of such incurable and terminal diseases as AIDS, cancer, and the like on the spot when Rev. Dr. Lee prayed not by placing his hand on each of the sick but merely for all from the pulpit,” the Manmin church said on its website.

In August, South Korean cult leader Shin Ok-ju was arrested on her return to Seoul from Fiji, amid accusations she had stranded hundreds of followers there for years after predicting famine would strike the Korean Peninsula and subjected them to violent rituals. A video later emerged of her beating followers and ordering them to strike each other.
